The report provides a brief analysis of the Baltic and Norwegian cruise markets in 2024.
In this study, data from 32 cruise ports across nine Baltic countries were analyzed: Poland, Lithuania, Latvia, Estonia, Finland, Sweden, Denmark, Germany, and Russia. Additionally, the 14 largest Norwegian cruise ports were examined.
The data presented in this report come from CruiseBaltic.com, the Port of Gdynia Authority and the Norwegian Coastal Administration.
The Baltic cruise market has consistently struggled to return to its prepandemic performance levels. Just as the industry was beginning to recover, another unexpected event occurred—Russia’s invasion of Ukraine in early 2022—which also impacted the Baltic cruise market. In 2024, the Baltic Cruise market was characterized by fewer vessel calls and fewer passengers on board, but an increase in off-season calls compared to 2023. By the end of 2024, Aalborg and Malmö left the network of CruiseBaltic.com (hence lack of data for these ports), while Härnösand joined as a member in 2025 but it is not included in this analysis.
Simultaneously, 2024 has seen sustained high cruise traffic in Norwegian ports, which may indicate a shift of cruise traffic from the Baltic ports to Norwegian, as cruise operators has excluded St. Petersburg from vessels’ calls network and Baltic region may be associated as a region located close to the ongoing war.
